There is a thought that goes something like this- things develop, over time, towards a particular outcome. In having this though a sense of legitimate progression is produced- a sense that things, in order to “develop properly”, should follow a particular sequence or path, and timeline in which to do so.

Developmental ideas create their own axioms of logic, manufacturing normative assumptions of process, progress, and growth.
